A beacon can communicate information about the location of the basket, but that does not automatically mean it identifies the person carrying it.
Indoor positioning systems are useful because GPS signals are often weak or unavailable inside large buildings. Retailers can potentially use technologies such as Bluetooth beacons to understand where equipment is located and how it moves throughout a store.

However, the presence of a beacon alone does not reveal exactly how a retailer is using it. Different stores, equipment models, and batches of baskets may also contain different hardware, so assumptions should be made carefully.
So, the next time you notice that tiny component near a Target basket handle, it may be more than a simple piece of plastic. It could be a Bluetooth beacon helping locate the basket—something quite different from automatically knowing who you are or what you are buying.
